Obstruction

Type 1 obstruction = play being made on runner. Call time and award one base. Other runners are placed at umpire's discretion.

Type 2 obstruction - player is obstructed while no play is being made on him (rounding a base w/ ball in the OF). Ball stays live, wait until play has ceased, then call time and award bases as needed.
